For eSports even a little lag could mean the difference between winning and losing an important match. eSports players will try their best to avoid lags as much as possible. The developers are indeed aware of the issue, which is why providing as many details as possible could help them find the cause, and solution, faster. UTC times are not affected by Daylight Saving Time. If you're ever in doubt, check out https://time.is/UTC. If you live in a country that has Daylight Saving, that means that, you have to add 1 hour extra to the UTC time to get your local time, after the clock has moved.
