Previously, when you spawned all cooldowns were reset (as in you could use any supply you wanted upon spawning), however since today some cooldowns have been carried over onto the next life, maybe it's a bug as it seems random but it's definitely happening.

WHY HAVE COOLDOWNS CHANGED WITHOUT BEING ANNOUNCED?

Cooldowns are now extending beyond death -_-
