That laptop doesn't have a dedicated graphics card/chip, meaning it will be using the Intel HD graphics built into the Celeron CPU. Due to this, Tanki should be playable at lower settings, but you should look out for a laptop with dedicated graphics if you want to be playing smoothly at higher settings.

Banning them is the best thing to do immediately - to prevent the accounts from further spreading the scam to other players. Now the accounts are banned and 'safe' from harming other players, there is time for appealing to the administration and hopefully recovering the accounts.
