Depends on your playing style. If you like close range then Fire, if not Rico. But me being me, will always suggest Fire and Thunder over anything else

A base Rico should be able to take out a M3 Viking in 10-12 shots. With some MU's (Like 2 or 3} should make it act like a M2 Viking. Anything with lower HP is easy, but just faster. With a little practise their extra speed might be overcomed

I've been using Thunder/Wasp since day 2 of Tanki so I have no objections
