Eragon doesn't necessarily mean that the winners are actually chosen before the world cup starts ... I think what means is that whoever are the hosts of the world cup get a massive confidence boost ... Yes South Africa were hosts yet Spain won, but South Africa don't really have a good team ... As for brazil they have won the world cup 5 times already proving that they can do it and because of this extra confidence boost, this makes them very strong contenders to win already ...
