Isida M3. Smoky M2 or Twins M2, after this the choice depends on you. Smoky if you like accuracy-based gameplay or Twins if you don't. For hulls, I'd recommend Titan M2 for Polygon (good with both Twins and Smoky) and Wasp M2 if you play large maps (it is awesome with Smoky if you grow used to it). For Penguin4-N, I recommend the Fujiyama kit (Vulcan M1 - Hunter M1 - Sakura) or Bulldog kit (Hammer M1 - Hornet M1 - Alien). Latter one is more OP. Digital. Freeze M2 is good, you should use it. ;) Nope, Isida M2 isn't far way. Plus, Isida M1 is best used when bought early.

Use magic eraser with lowest tolerance level. (Thanks to Supratikbora who told me how to do this. :D)

Electra definitely looks better. :D Nope, <15% protection isn't too good, but hey its still useful. It'll help you either way. Personally, I haven't MUed Storm, its good for me as it is, it cuts a good portion of the afterburn. But if you are not looking to buy Loam or something in the future, then I'd say MU to 25%. Lead and Dragon are 2 paints which I have MUed a lot, and I still use both at times when there are a lot of Shafts or Ricochets. Cheap and useful. Tundra is awesome, I have it. It makes you survives a shot more (most of the times). Stop, and learn to spell *Fascist first. :lol:

Technically after the new update in which you can directly buy the modification available at your rank, you haven't invested money in the lower modification (here, it's M2 Rail as you say), so yeah, you don't get the achievement for all M2 items.

Storm does last if you MU it. And from your selection, I think Electra and Roger will be the most sustainable.. Roger is a great small paint with Twins and Fire protection, and Electra's decent Isida protection will always help.
