Even if you're Legend 69, you won't have all the achievements. Because there's a Legend 100+ and even he doesn't have all. Besides, there's Tanki Records to go for.

This system isn't entirely leaning on matchmaking, it is very beneficial to have more ranks instead of an infinite Legend system. In CoD there's a different icon for different Prestige, which itself is divided in 55 ranks. This idea however, divides each Prestige in 8 ranks, so each time you climb 8 ranks of Legend, you get a new icon, like this:
