It means that every two weeks a certain set of kits will be removed from the garage sale and another set of kits will be available for the next two weeks. So if you just missed buying a kit, you just have to wait only 2 weeks before it appears again. For example: you will never see the Stinger Kit on sale at the same time as the Tornado Kit as they flip-flop these kits every two weeks.

Thunder M3 unlocks through Bulldozer (Thunder-M3 + Mammoth-M2 + Emerald) a couple of ranks later at Lt.Col. I wouldn't buy Thunder-M2 (yes, I have it but that was because I MU'd it at M1 50/50 during the SGT ranks when I obtained the Predator Kit, so when it unlocked I got it for "free", but still paid dearly for it). At least if you do not like Mammoth, Thunder-M3 and Emerald with any medium hull is still useful.
