No, I don't think bullies should be excluded from school, kids have to realize that there are (get ready for pro vocab in a sec) bad people in this world sometime. Perhaps the school guidelines should be more strict though. As somebody said somewhere up there^, some bullies do what they do due to personal issues. If they aren't the type of bully that's like the epitome of evil, you could try to make friends with him. But I'm a noob at this kinda stuff, my opinion doesn't mean much on this topic.
