As mentioned above, the test server as its name suggests is only for testing new updates, collecting data, feedback, etc...Whenever the developers feel the need to and besides, It isn't Intended for actual gameplay. If a feature is not available, then that's that. Nothing can be done as you're on the test server.

I don't think It'd work if you're totally disconnected from tanki (ie; logged out, client closed). As far as I can recall, skype has this feature and is able to do so because an Instance of skype is running in the background even though the Application is closed. But then again I'm not a developer much less a programmer.

It's plausible but there would be pros and cons to it.

In my opinion, the Tanki chats being quite compact to begin with, would be more compact and cramped with this sort of reply method. Hence; the chats go on to look quite ugly and could potentially raise confusion if there were too many replies. At the same time It's would be beneficial when you're talking to multiple players at once. Developers could definitely have more spacing between each message like in Discord.

But seeing how the in-game chat UI hasn't had any drastic changes in forever, even after switching to HTML5, not much hopes for being Implemented.

It's as the name suggests, when we come across duplicate topics and such, we simply merge them with the existing one. Thus; all the posts of the duplicate topic goes into the existing one.

I assume it's because the topic is effectively being recreated, same parameters as before, but this time with the new posts from the merged topic. Thus it gives the notification, I wouldn't call it a bug, but perhaps more like just a thing the IP Board developers forgot to account for.

Considering that obtaining legacy skins along with a variety of shot effects for turrets being available is now a thing in Tanki Online, this definitely seems plausible. 

Anyone wondering how LGC Shot effects looks like, refer to this.
