it may take ages to happen but if the old weekly missions (finish X daily missions) was there the chance of finishing challenges is 100% so F2P will get 2 every month as long as it's on free tier as they said so they will have a huge amount (according to the effect) every year even if this is nerfer buyers will always be able to repay offers with this supplie every time won't they so the battles with ODs may become a bit imbalance so that's a reason of making weeklies to what it's now (special missions won't give a lot for sure)
