Maybe is like you said way way better in a functionality but never faster believe me he is so slow because of he have so many functionality and he is much slower. I must disappoint You but I never seen better Operating system then win 2000. Maybe because you don't know the history of creating Win 2000. I will try to be short. I am absolutely sure that win 10 will be terrible in a 2030. but now maybe it is OK. If you want to give a mark to that OS you must be in that time with no contact and knowledge of everything after that.
