Hornet should be given priority because its slightly more useful for one and hull before turret. If you choose not to m2 Hornet but Rail first, you will keep getting rekt

Considering your hull choice, Rock seems to me arbitrary, so might a Suggest something like Inferno?, your primary enemies will be freeze, cause everyone knows that Vulcan cant turn with freeze. Trust, me, you might need it. Although Mars's prtecritons partially compensate for it's looks, mars is not the best choice because its protections are limited, plus inferno defends more aginst fire.
