Follow the procedure below. Uninstall the game client. Go to: %APPDATA%/../Roaming/TankiOnline Delete "Local Store" folder. Re-install the game client.

This is due to your internet connection. You load into a battle enough for your inactivity timer to begin, but not enough to actually participate in the battle. And If you are loading a map the very first time, it will take some time to load the map cache. I recommend to using TO downloadable client since he's good with this kind of problems.
