How to raise FPS

[Capella.Fighter.22 1]

Ok so my FPS usually stays around 5~10. How can i raise it? I tried everything i could find on the Internet. I use Wise game booster, Razer Game Booster, CCleaner. I adjusted Bandwiths and stuff, i'm using opera with turbo on. Before it was around 2-3 FPS after the programs and stuff it's 5-10 fps.

 

Specs:

15 mbs Internet speed

2.5 mbs Up speed

 

nVidia GeForce 6100

704 MB Ram

AMD Sempron 2800+ 1.61 GHz

Windows XP SP3

 

i know it's terrible, but like 5-6 months ago i could easily maintain 20-30 Fps. (yes i haven't played tanki for 5-6 months) with the same computer. I haven't installed anything new it's just the same. Any help?
