It's because this country has fallen so far from the state in which it was founded: in Liberty, Integrity, and most importantly, it was founded as a nation under God. The government dabbles in restrictive laws and security, but in reality they can't do a damned thing to stop tragedies like this happening. It's the human heart they're trying to defend against, yet there's only One who can change the heart.

Until this nation as a whole turns back to God, things like this are going to continue to happen. Until then, we can pray.

I happened to be online at the time the incident happened and I quickly switched to some US tv to see the original footage. Then I saw BBC's coverage and facepalmed so hard:

OMFG swagboy. "they die of natural causes". They fricken die because they don't have a supporting government, homes, food, and other things. Kids die every day in africa because they don't have anything to eat. anything. and you say that they died of natural causes??? There are loads of terrorist attacks around the world, isn't that a natural cause?
