Because they are Moderators, they have the right to do it and do it when it's needed. If you look at the Rules you will see that there are many things which aren't allowed on the Forum. And when people do those things, they get banned + their topic gets locked/deleted.

Back to your question: most of the topics are closed because of: flooding, posting things not relevant to Tanki, scamming, making unnecessary new topics etc. So actually things that need to be avoided.

Some rules have despicable and unreasonable point, such as Complaints section rule, as well as sharing accounts with other people. I do understand the circumstances, do you don't need to share with random strangers, but why not with your family members, like some poor family can afford to get only one cool and good account. And I don't understand why admins think we're all millionaires...
