You obviously either don't know how to use it or don't put in the effort to play well with it. Dictator is extremely powerful at M1 and M3.

Dictator is great at M2 too, at least, until Viking comes along...

M2 Dict gets outclassed by M2 Viking a lot, but it unlocks earlier and is cheaper.

 

It's funny; at the M1 levels, Viking is unlocked earlier and is cheaper than Dictator, but they switch roles at M2. At M3, it's back to the same thing; Viking unlocks a lot earlier and is cheaper.
