Probaly he started playing tanki as one of the first before the rebalance, and used a lot of drugs. Only people who started before the rebalance seem to have a low rating.

Not true in my opinion, it's probably down to who drugs, who is not that great at staying alive a lot ( getting D/L's of less than 1.00), how many crystals they earn etc. 

 

Using isida isn't probably too good for increasing your rating, one of my accounts has a low rating because i used m2 isida pre-rebalance on it
