[Issue 17] New Clan Rules; Decoded

A little over a month ago, the new rules for clans were released. They were received with varied reactions. Some were sad to have to leave their former teams or clans, others think the new rules will benefit cybersport, whereas some are just interested in the removal of official rank limits and the new formats for clan wars. But how have the new rules affected cybersport already? In this article the new rules will be explained, as well as the impacts they have had.

 

Creation Rules:

 

In order to create a clan you have to obtain a "Clan License".
There are two ways to obtain the license:
Win it in team tournaments (create your team in this section, win and become a clan!)
Gather 10 players who have participated in at least one official clan tournament in the last 6 months (in this case contact moderators to get the license).
If you already have 10 such players, the Leader of the future clan should PM the moderators. Your message should contain:
The name of the future clan
Nicknames of 10 players (case sensitive).
Proofs of your players’ participation in the tournaments (for each player you have to present at least one screenshot with the battle results with this player present. It is recommended to describe the battle, its time and the tournament).
Moderators will verify your request and (if everything is in order) will create the clan topic for you. After the topic is created all the 10 players have to post into it within 24 hours to confirm their participation in the clan. Confirmations made from alternative accounts are not valid.

 

 

What it means, and its effects:

 

This just means that to create a clan, one must obtain a clan license. To receive a license a must either create a team first and win team tournaments to win a clan license, or they need to gather at least ten players who have participated in at least one official clan tournament within the past six months and PM a moderator. If the proof is valid of the players' participation, then the moderator would create the clan topic, after which the members are required to confirm their membership within 24 hours.

 

Rule 1:

 

1.1 - Clan is considered active while it has a clan license.
1.2 - The clan license may be revoked:
Due to inactivity:
- A clan is allowed to skip just one clan tournament. Clan's license may be revoked if this clan has skipped two tournaments in a row.
- If in the last 2 tournaments where it took part the clan didn't win even a single battle it's considered too weak and the license can be removed. The clan becomes a team.

For violations:
- Moderators may revoke (or suspend for a certain time) the clan license if the clan or its member violates the rules of the game, the forum, the clan's section, as well as for non-compliance, harsh language or unreasonable criticism of the administration/administration's aid actions.

 

 

What it means, and its effects:

 

This rule means that a clan's license can be revoked if it does not take part in two tournaments in a row, or if it isn't strong enough to win a single battle in two consecutive tournaments. A clan's license may also be revoked or suspended if the clan or its members break any rules, criticize the administration unreasonably, or refuse to comply with clan rules.

 

Rule 2:

 

2.1 - It's forbidden to sell or present the license to another clan.
2.2 - It's forbidden to create academies, satellite clans, satellite teams.
2.3 - It's forbidden to take the names of the top clans that have been closed or the names of the legendary clans (You can ask the moderators about this).
2.4 - Closed clans can't be opened again.
2.5 - It's forbidden to recreate a clan topic again or/and change the clan's name (except for leader change when it is obligatory to recreate a clan topic).
2.6 - If you want to change the clan leader refer to the moderators, they'll tell you what to do.
2.7 - It's forbidden to use administrators' or administration helpers' avatars in your clan page.
2.8 - It's forbidden to be in multiple clans at the same time (including alternative accounts).
2.9 - It's forbidden to take part in different parts of cybersport at the same time (e.g. a player can't be a member of a clan and a team at the same time).
2.10 - It's forbidden to write players' names or banners in the clan topic without their consent.
2.11 - It's forbidden to leave the player's name in the members list once he left the clan. If the player has publicly confirmed that he wants to leave the clan, leaders of the clan are OBLIGED to remove this player during the next transfer window (and if the player announced that he is leaving during an open transfer window, he must be removed by the clan leaders until it's still open).
2.12 - A player can change clan only during the period of the transfer window, from the 1st to the 5th of every month.
2.13 - To change clan firstly you need to leave the current one. In order to do this, you have to publicly declare it in your clan topic. Then your ex-clan has to confirm that you have left during the next transfer window (or during the current one, if you announced that you are leaving while there was an open window).
2.14 - Right after the confirmation from your ex-clan, you can join another clan. To do this it's necessary to post an official message in your new clan's topic saying that you are joining it. If everything was done correctly and your nickname appeared in the registrations topic, you will be able to play for your new clan starting from the 6th of this month.
2.15 - If a player has left the clan to play in non-clan tournaments, he can't return to his clan or join any other clan for the next 3 months.
If a player has been seen taking part in any non-clan cybersport event (announced that he's joining a team, created new team/tandem/clan, etc.) it's automatically assumed that he left clan section. It means that the 3 months rules comes into force for him. Attempts to change or delete messages will result in permanent ban from cybersport for fraud.
2.16 - A player officially leaves his clan only after it is announced (which means that 3 months ban from cybersport starts from the moment when your ex-clan has officially announced you leaving). If for some reason the clan leader hasn't announced you leaving during the next transfer window even after you announced it in the clan topic, your 3 month ban starts from the first transfer window after your announcement. Attempts to correct messages will lead to serious bans from cybersport. Remember that we can check the history of changes of any message.
2.17 - You become an official member of a clan from the moment it was officially announced in the transfer topic.
2.18 - You can start playing for your new clan a day after the transfer window (the one in which you were announced as a member of your new clan) was closed. Which means that you can start playing from the 6th day of a month as a transfer window is closed in the evening of the 5th.

 

 

What it means, and its effects:

 

Because of this rule clans are not allowed to give or sell their clan licenses to others. Also, large clans are no longer able to make academies of their clan or other satellite clans and teams.

 

A clan also isn't allowed to use the name of top or legendary clans that have been closed, and once a clan has been closed, it can't be re-opened. A clan topic cannot be recreated and a clan cannot change its name without a leader change, in which the clan leader should refer to moderators for instructions.

 

The avatars of administrators and their helpers cannot be used in a clan topic.

 

Players are unable to be in two clans at the same time, even on alternate accounts, and the rules also state that players can't be in both a clan and a team at one time.

 

Banner codes of a member are no longer allowed to be posted in a clan topic without the consent of said player.

 

Now when I clan member publicly announces that they are leaving from a clan, the clan leader must remove their name from the topic in the next transfer window, which happens every month, if the player leaves during a transfer window, then they must be removed during the same transfer window. Also, to join a different clan, you must first wait until your previous clan acknowledges your departure, and then post an official message in the topic of your new clan announcing your arrival (provided they accepted you of course). You become an official member the moment it is said in the transfer window topic, and can begin playing for your new clan a day after the transfer window ends. However, a player cannot join another clan for three months if they left their previous clan for non-clan cybersport events, such as joining a team, participating in a non-clan tournament, etc.

 

Rule 3:

 

3.1 - The clan topic can be created only in one of the 3 sections (communities). Double topics are forbidden.
3.2 - In the clan topic you can write only in the language of the section you registered in. For example, if you communicate not in English in the English clans forum, your clan can be closed.
3.3 - Any shutdown or penalty given to a clan automatically takes effect in the other communities too (if a player was kicked from the English cybersport he won't be able to play in the Russian or German either. If a clan was closed in the English community, it can't be recreated in the Russian or German community).
3.4 - English and German clans can take part in Russian cybersport. Clans from the Russian community can't take part in English and German tournaments.

 

 

What it means, and its effects:

 

Basically this rule just states that a clan can only be created in one community in the respective language and cannot be re-opened in a different community if they were closed in another community. Also, English and German clans can now participate in Russian cybersport events, while Russian clans cannot participate in English and German cybersport.

 

Rule 4:

 

4.1 - A clan can't take part in more than one tournament at the same time, independently of the type of the tournament or the community in which it's located.
4.2 - Clan members can't take part in other kind of tournaments which are not for clans, e.g. TOF (except for Sport categories) or team tournaments and so on, no matter the community they belong to. If a player wants to take part in any of those tournaments firstly he has to leave the clan by publicly announcing it in his clan's topic. A player that left his clan for this reason can't return or enter any other clan for the next 3 months.

 

 

What it means, and its effects:

 

Simply put, this rule prevents clans from playing in more than one tournament at a time as well as making them unable to play in non-clan tournaments such as the non-sport categories of TOF. For a clan member to participate in a non-clan tournament he/she must leave their clan first, and cannot join a clan again for the next three months.

 

Rule 5:

 

5.1 - If after a check the administration discovers that sharing was happening in some clans (A player was playing with other's account) these players will be kicked from cybersport and will have a fine on their garage up to 25%. The clan in which this happened can be punished with the ban from the clan tournaments or with the removal of the license. The same punishment is applied in case of use of third party software.
5.2 - It's forbidden to use alternative accounts for starting new clans.
5.3 - If a player joins a new clan just to help to get to the number of 10 players that took part in clan tournaments, and shortly after leaves the clan, he will be banned from cybersport for fraud.
5.4 - It is forbidden to explicitly offend or troll members of other clans. Examples of trolling would include, but not limited to, showing others leaving a battle, showing other tanks upside down, using a defamatory or derogative language.
5.5 - Moderators reserve the right to refuse to give the license, reactivate the license, change the name of the clan and to change the leader of the clan, without giving any reason.

 

 

What it means, and its effects:

 

Now if it is discovered after a check that players in clans were sharing accounts, the said players can be kicked from cybersport and receive a fine on their garages of up to 25%, it is also possible in this case that the clan can be banned from tournaments or have its license revoked. The same applies to the clan using third party software to cheat in battles.

 

For obtaining a clan license by gathering 10 players who have played in clan tournaments recently, a leader cannot use anyone's alternate accounts, and players that shortly joined a clan just to participate in a tournament can be banned for fraud.

 

Trolling is officially not allowed in clan topics, and moderators are now able to refuse or reactivate a license, or change the name or leader of a clan without needing to provide a reason.

 

Rule 6:

 

Clan section's curators have the right to:
6.1 - Give the licence to any clan, according to their opinion (even if the clan doesn't meet the requirements described above).
6.2 - Remove the license from any clan without giving any reason.
6.3 - Rename/Reopen/Recreate a clan, and/or break any of the rules mentioned above.

 

 

What it means, and its effects:

 

This simply means that a curator of the clans section can break any of the rules stated above and give or remove a clan's license if they feel the want or need to do so.

 

Rules for Clan Wars:

 

Tournament clan wars are organized and played according to the rules of this tournament. Usually, the conditions are:
— 6 players vs 6 players.
— there are 2 rounds, each round lasts for 23-25 minutes, the first 3-5 minutes are for preparation, when there are 20 minutes left till the end, the battle itself starts.

Training clan wars are conducted in order to measure strength comparing to some other clan, try a new member in battle, experiment with new tactics, etc. The point is that even if a strong clan will loses to a weaker one in this battle, it will not be a disgrace (after all, it's just training). This allows you to experiment in these battles, and not be afraid of defeat.
— you can play these clan wars as often as you'd like (you just need to contact your opponent and agree on the date and the time of the battle).
— There are no limitations of terms and conditions of a battle, as long as two clans agreed on them in advance.
Clans must clearly agree before the game on what equipment they are going to use, what is allowed and what is not. If two clans didn't discuss everything before the game, it's entirely their fault. In this case, a clan war is considered invalid.

Arranging a clan war:
Option 1: A clan leader can join the Round Table of Clans and arrange clan wars there (send a PM to one of moderators of the section with a request to add you to the Round Table (don't forget to mention your Skype login).
Option 2: You can choose a clan you want to fight with, enter its thread and find Skype of its leader (most of clans have skypes of leaders on the first page). Then contact the clan leader via Skype and arrange a battle.
How NOT to arrange a clan war:
Don't offer to play a clan war in the clan's topic. First of all, the clan leader can just miss of accidentally skip your message. Secondly, even if they see your message, you will have to contact the leader via Skype and arrange everything anyway.
Clan wars are voluntary. Any clan has the right to refuse to play a clan war against your clan, without giving any reason.
If you want to play a clan war, please contact the clan leader yourself, there is no need to post your Skype in their thread and wait for reply, that would be disrespectful. And most likely no one will contact you anyway.

 

 

What it means, and its effects:

 

Clan "wars" outside of tournaments are no longer to be considered as wars, just trainings. For these trainings there are no true terms and conditions, as long as both clans agree upon the equipment use and limitations, the date and time of the battle, etc. In tournaments however, there are now set modes that will often be used and potentially modified based on the tournament, one example being the amount of players on each team being increased to 7 for the Lucky 7 tournament.

 

To schedule a clan war now, there are two options. A clan leader can either join the Round Table of Clans by sending a PM to a moderator and arrange clan wars there, or they can contact the leader of another clan using Skype to arrange the battle. Now clan wars cannot be scheduled by posting a challenge in another clan's topic or by having the leader of the clan posting their Skype in another clan's topic and waiting for a reply. All clans wars are voluntary, and can be refused without reason.

 

Clan War Formats:

 

Medium Mode:

 

On 6х6 maps:
Turrets: any turrets, except for Smoky, Freeze, Shaft and Isida. No more than 1 Twins and Thunder per team and only on light hull (Hornet, Wasp). Railgun - no more than two turrets per team.
Hulls: any hulls except for Mammoth and Titan. No more than 1 medium hull per team (medium hulls are Dictator, Viking, Hunter).
Paints: all paints except for unique award paints.

On 4х4 maps (Sandbox):
Turrets: any turrets except for Smoky, Freeze and Isida. Twins only on light hull. No more than 1 Twins per team.
Hulls: any hulls except for Mammoth and Titan. No more than 1 medium hull per team (Dictator is considered to a medium hull).
Paints: all paints except for unique award paints.

 

 

Light Mode:

 

On 6х6 maps:
Turrets: only Railguns + no more than 1 Smoky per team
Hulls: only light hulls (Hornet, Wasp)
Paints: award paints are not allowed, maximum 2 paints per team with protection from Railgun above 20%, other paints with Railgun resists below 20%. For example 2 Prodigi and 4 Savannas in a team.
On 4х4 maps (Sandbox):
Turrets: only Railguns.
Hulls: only light hulls (Hornet, Wasp).
Paints: for Hornets - no resists, for Wasps - with Railgun protection of no more than 10%

 

 

What this means, and its effects:

 

One of the biggest changes coming with the implementation of these modes is that now, mammoth and titan can no longer be used in tournaments! The rules and regulations have also become much more strict.

 

In medium mode, Smoky, Freeze, and Isida are now completely useless, with Shaft a little less useless due to its possible use on 4v4 maps, such as Sandbox. On 6v6 maps, Thunder and Twins can only be used on light hulls, while on 4v4 maps Thunder can also be used on a medium hull, them being Viking, Hunter, and Dictator. Both sides can use only one medium hull in the war. Another huge change is that clans can use any paint in this mode excluding special award paints, some examples being Acid, Champion, and Lucky 7.

 

Light mode is even more strict than medium mode. As the name suggests, only light hulls, them being Wasp and Hornet, can be used. Also on 6v6 maps, only Railgun and Smoky can be used, with a maximum of one Smoky user per team; and in 4v4 maps, only Railgun can be used. Paint restrictions are also stricter in light mode. On 6v6 maps, there can be two players using paints with protection from Railgun of more than 20%, and the rest of the team can use paints with Railgun protection less than or equal to 20%. There is no restriction on protection from Smoky however, so there could be two players on a team using Prodigi (46% protection from Railgun, 0% protection from Smoky), and the other four players could use Savanna (40% protection from Smoky, 20% protection from Railgun. On 4v4 maps, players using Hornets can use no protection paints whatsoever, while Wasp users can use paints with Railgun protection being less than or equal to 10%.
