Great idea, you've thought of it in detail and looked how it can put an effect on rules. Your idea is great about the part that the message goes to one person and you can block the message by just adding them to the black list.

People have suggested it before, but haven't looked closely how it can be mis-used. Although I see no problem with rules in this one )
