There is no such thing as an "insult"

Rule 2.1. - insulting other users, sending provocative messages via chat, disturbing other chat users' communication, swearing;

Doesn't this depend from person to person? If someone PM'd me and said "shut up", I cannot report them for violating rule 2.1, because I am not offended by those things and I strongly believe no one should be "insulted" by it. It is only a matter of how sensitive you are to a situation. If person A sends person B a PM saying "hello!" but person B is offended by the use of the word "hello", can he still report person A? I don't think moderators should ban someone just because of someone else's insensitivity.

In that example, person B is irregular and/or from a foreign country ... I guess?
And it's in terms of "general" rudeness, like "shut up" or "you're stupid" that people would generally be offended against.
If you don't have a problem with it, good for you. You can simply ignore unless they repeatedly do it.

Actually, do you know what insolently means? Look it up on dictionary.com. So in definition 1, it technically means: to treat or speak to rudely or disrespectfully. So, the rule doesn't depend on one's sensitivity. I mean, I think the staff only ban when it's obviously an insult.

We observe situation before Ban. Do you have a dictionary where sensitivity of individual is linked with him? Rules are made for & In general, not on individual's sensitivity. 

Practically think, your home / work space have some rules. Can you change guidelines of your school?
