1. No, would be unfair to the ones that don't want xp as gift and unfair to the lower ranks who do want xp.

2. Yes, I'm expecting the gift to have something to do with supplies.

4. No, unfair to the ones that have that paint already, useless to everyone with a better paint.

5. No, see point 1 and Generalissimos can't have a higher rank.

6. Point 4 and unfair to the ones that are lower ranked.

In my opinion those toys don't hit to what the gift will be, I think it's something similar to those balloons during that contest week a while back (don't really remember anymore what that was about) and the green triangle at April's fools day.
