does it lagg on full settings?

Yes.

I play through standalone flash player, it's tons faster. But I usually have to choose between a couple options, can't use them all at once. So like either Dynamic Shadows, or Dynamic Lights and a few shadows.

I personally would suggest an Intel processor over an AMD, although which on is better could be debatable. I would suggest going for something with an i7, a full HD resolution, and a Nvidia Geforce card. The FHD is so that if you decide to record videos or anything like that, you definitely will want to be able to record 1080p instead of 720p. The i7 is simply out of personal preference because I have had better experience with Intel than with AMD. The Nvidia graphics card is also more of a preference; I am not really versed in the capacities of AMD cards.
