and if the database separated why when i come to make account and the username is same i have in english version , i can`t?

An username used on the English server can't be used, to avoid confusion. Someone could create an account "Raphael2", and pretend he is Raphael2 on Youtube, or "FederalBureauFBI" and ask players' passwords to "hire" them as consultant.

First off religion has nothing to do with it, the Islamic religion just like any other religion occurs all over the world.

You notice they opened the server for North and South American people primarily. So a English community and Spanish will most likely be opened
