Since you have cleared your browser cache it will take some time to load but you will face less lags. Try reloading the page again if it doesn't loads.

It has nothing to do with internet speed, I have had this several times. The only option is removing flash player, and reïnstalling it. Worked well for me.

Here are my thoughts on what you should do. I think you should close all programs and close all open browser tabs. (If using a laptop, try to get as close to internet source as possible). Then in addition, go to the in-game settings and unclick, "automatic graphics quality"  at which point you should proceed to unclick all the options in the menu that appears. The other part of this solution is, when you are signed into Tanki, right click and select, "settings" and then unclick, "enable hardware acceleration" and set it to, "unlimited" (to get a better idea of what I mean click the link Solutions to Lag).

r u cud use the browser i use its called superfast browser or sf  [http://www.sfbrowser.com/] its virus free but u may want to check it with ur antivirus it loads fast and less lag

I have experienced this too, but when the bar is still loading i hit on forward downward and different keys so your tanks won't inactive.
