Being able to equip a paint you made and more!

Hi there!
I suggest giving the tankers ability to equip the custom paints they made on Photostop. I know this idea was suggested earlier and of course it got rejected because players would write some offensive words on the paint or put a NSFW image on their tank. No, this is not what we want. And this is not what I suggest. Here's my idea:
 
Firstly, there will be an Upload button next to your garage so you can upload the paint that you've made (yeah, even the one that contains things that break the rule), BUT when it gets uploaded, it doesn't immediately appear in the Garage. it goes to Public Moderation. What's Public Moderation? A place, where simple players have the ability to moderate the paints that were uploaded by other players. It should look something like this:
 

Does this image break any of the game rules? (The image was uploaded by *nickname*)
 

 
 YES  |  NO
 

 
This image does not break any rules and can be accepted after a certain amount of people (1000+) vote for "NO". This system will also reward people for their help. Each time you vote you'll get 5 crystals. So people will get rewarded for helping to keep the game clean. 
But yes, this raises another problem. Players will just randomly click YES or NO to gain crystals without doing any work. Here's a solution - the system will only count the valid choices. A valid choice is the one that was made 5 seconds after the last choice. If within 5 seconds you click YES or NO, your vote does not count, the image on the screen changes and another countdown begins. 

 

A few notes:

• The image you upload will not be shown to you so you will not be able to vote for it.
• You can upload only one image per week, and when you upload the next one, your previous one gets removed from the Garage.
• The paint can not have protection from any turret.
• You are not allowed to take pictures of the textures of the special paints and put it on your tank. This is also why there must be a moderation by players.

 

And this will allow players to:

• Get crystals.
• Have more fun with the paints they made.

I'd love this idea. It shouldn't be that hard to implement.

 

One problem though; considering the fact that a lot of the people here are younger, assuming somebody DID make a NSFW paint, it could be, well, squicky.
