In the Middle Ages, they used to stick a straw tail to defeated, humiliated or sentenced people and made them parade around the city as a sign of shame.

So, here in Italy, we say "to have a straw tail" to people who feel guilty and, for the fear of being caught, they react impulsively to justify themselves even if nobody was directly referring to them.
