You already have been answered regarding these kind of arguments — as far as the player is doing his / her best in the battle, he / she can stay in it, we will never ban someone for having a low-equipped Garage and putting all of his / her effort in a battle. 

 

If that person was inactive, sabotaging and similar, you could have video-recorded him / her and report, but this is not the appropriate section in any case.
