And no, Semyon is part of the administration (or 'dev team') rather than just being Tanki staff; his real life job is Tanki. Also, FBI's record is allowed as his is one from a mod's perspective, and so wouldn't offer any incentive for players to want to beat it.

Well, a 21 kill difference does merit a record, I think. Even more so that he should have won at that rank, with access to better equipment :o

Not really, the rules state that duels must be played on identical combinations. He could win a Generalissimo if the duel is played by the rules.
