Why most of inactive names are unable to use?

why most of the inactive names that i want to use aren't available, even some names aren't found on the game
such as "O" "99,98,etc.." ? I saw an guy using inactive name it's "69" and idk how he got it, So there is a chance to get name like this for sure..
I want to know how to ..

A user has to be inactive for a certain number of days depending on rank for another person to be able to take his name, if they have placed real money into the game the time period is extended to 3 years.

If you really want a nickname you can always think of a way of manipulating it similar to vanity plates. ;)

Actually, I have already read this topic on wiki.. but there is alot of nicks which doesn't contain an acc and not able to use, But i found out that tech support has made nickname only contain 4 letters atleast.

2. The nickname is registered in another community (e.g. Brazilian or Chinese);
3. The account the nickname belongs to is blocked;
4. The account hasn't been inactive long enough or the player logs in regularly without playing;
5. It's a glitch.

if looking for certain account names that have left .. tanki's rules are if they have no denomination spend on them after 6 months to a year ..

then there free for the taking .. but if they do have money spend on them then its up to the owners to let them go and then tanki still has a waiting period for them before being allowed to let free...
