Those bans weren't against players that violated rules in that specific chat - I guess that Moderators check reports in the Violators Section, and enter some random server in order to access the banning system. That time, the random server was the one you were in :)

No. Again, when you submit a report on a violator at the Violators Section, some Moderator goes over them. When he finds that some player should be punished, he bans him. But not all players are in the Forum (at least not in the English one), so it's better just to go ban those who need to be banned in some server in the game.
