Ans: No, only the first person who submits the answer correctly gets 100 pts, the second person gets 99 pts, 3rd get 98 pts and so on... If You dont come in top 100 then you get 10 pts for posting the right answer

Everyone has a chance to receive 100 points each day. Only the fastest and smartest tanker can claim 100 points in every single day. So, you can earn a maximum of 500 points for the whole quest. I hope this clears it all up.

Try close and reopen browser, it should let you register again, for me it worked like that. If not try use different browser.

As EN and RU are different communities, so I think there is a separate reward, i.e., separate top 100 for both communities...

I dont think so. Its total 100 for both community. The /ru symbol is just to translate the words into russian, while ours is EN, just like the battles sorting in the past and same for test server( i.e. clicking on a russian server will bring you to the game in russian language with the RU symbol, english server will bring you to the server with english language)
