My Downloaded version of Tanki Doesn't load! Help!

Hello Tanki online Administrators! There is a glitch, where my downloaded version of tanki online isn't working. I tried re downloading it but it didn't work, I even restarted my computer a couple of times, still nothing! I need help! If you need more information, copy this link, http://prntscr.com/fsk6jt and you will see a screenshot of the problem, also, a Russian sign pop's up, and I don't understand Russian language.. Also I clicked OK and even closed it, but it din't work. It would be really nice if you could fix this or give me some solutions by today or tommorow.

I'm pretty sure it's not, I have high Quality Connection.

It is as @CabbageRoll said, the sign or the thing that pops up says that and since it is Russian and you said you don't understand Russian language, it shows or displays what he/she said.  Did you try restating your modem/router?
