I can't play on maps that used to love because of this e.g. Monte Carlo. I don't want to have to spend cry on a pro battle pass just so I can play on a specific map. You should be able to create your own battles but you cannot make parkour maps or any other special type of map that a battle pass carrier can make, you should only be able to make a standard map. This way, a lot more maps will be available to play on, and you won't get bored playing on the same selection of maps over and over again.

It's illogical to give players ability to create standard battles, since it would ruin the purpose of the Matchmaking system, which creates the exact amount of battles needed for the current number of players online. If players could create their own standard battles, then there would be more battles than needed, resulting in a lot of them not filling up, which is a problem.

 

If you simply want to be able to select a map when playing standard battles, I recommend you to check out this topic. But I recommend that you do invest in a PRO pass every month, since it's not too expensive and you can earn back its price with just one weekly mission reward.

It won't. They said in the latest V-log that they can't make it free. The only way to make it free is to remove battle funds and EXP gain from PRO battles, which is a much less favourable option.
