1. Russian Youtuber vektor found the answer 10 minutes before the actual 9utc video came out. more than 800 viewers were watching him. 

2. the main reason (i think) why people participated in the game last time were because of secret rooms and maps, now its just the forum wiki help page and locked websites.

 

i still remember how the game forum pages had 70 pages of discussion (i think)

Looking through the entire garage and certain Wiki pages is basically required if you're serious about winning.

This could mean that there are fewer non Russian players in Tanki than before. And that could be because it's harder for non Russians, I'm guessing.

Also, am I right? There was an error in the Caesar cipher - I think there was something similar in the RU clue too; one letter was out of place in both.

I would have never ever ever gotten the answer - this is crazy! I feel like a 1st grader looking at rocket science books. and this is stupid how they made it so crazy hard.
