Threatened by a user. Can i get help?

A tanki online player named 5PQ threatened me on 2020-04-23 telling he would go as to find my location, fly to me, and beat the hell out of me, and I questioned on the assumption that he would go so far to actually hurt me, and replied saying he meant travelling to me, but this was still alarming. I would recommend you to ignore the player by pressing on his/her nickname and then ignore . This way you'll never see his/her messages again.

Did he violate the game rules? because I feel threatening another person's health can't go unnoticed and not dealt with consequences on his behalf.

He obviously did, but you can no longer report chat violations on the forum. The only thing I can recommend you to do is to ignore him

No, just accept the fact that this is the internet and unfortunately it breeds toxic people. Follow the advice that Spy gave you and ignore people that annoy you.
