Yes, if you have any existing topic that you replied again in it, you will see the same badge under your name . That will also happen for any futuristic topic you create in the forum.

Joeguy is a topic starter because he has started a topic. If you start a topic you can become a topic starter as well! Give it a try

Isn´t it a bit overused, because you can see in the Main Topic the username of the creator. o.O

Naw, Topic Starter is more fitting. You do not really 'own' the topic in a sense (except for its main post), but merely started a discussion (hence why topic starter) for the whole community to participate in.

If you're using a PC, the arrow points towards the Topic Starter badge below the avatar.
