To answer your question, no. The supplies effect is not 100% at Legend Rank.

To add onto At-Shin's explanation above, this means that now we will need to save Crystals to upgrade our Drone to Max Level 20/20. 

 

You should maybe start saving for "Brutus" Drone first because:

• it will help your gameplay
• it doesn't waste any Batteries
• it is the cheapest one to upgrade, with Crystals, to max level

You will be able to use the 100% Double Damage and Double Armor supply when you use Max Brutus Drone.

You can then save up Crystals for your real, favorite Drone.

 

(Another piece of advice is to upgrade your Drones during 50% or other sales.)
