I haven't really compared with other chassis, but dictator seems to give the best bang for the money. I don't think of myself as a newbie, and I am quite successful with the dictator using both railgun or isida. It is a combination of speed and sturdiness and you don't have to use it for just one gun. I am unable to camp for too long and even when I am playing with railgun I prefer to have speed. At the same time i would not use hunter for railgun because you definitely die from 2 railgun hits, while with the dictator you have about 1 in 3 chances to avoid dying. The tank is just a tool, in the end is the skill that really matters. Predicting what your opponent will do is far more important than having a tank with a perfect shape.
