I have a simple and fun solution - Prepare a hunt for cheaters, anyone who sends conclusive screnshot, or video with cheater in action, will get about 10 crystals. I believe that the hunting will be so popular that administrators will not suffice block the accounts. If the same cheater sent more players would get a reward only the first one.
