Why are you asking between dictator and viking, both with thunder than??? ;)

On Hornet: M3 Rail, M3 Isida, M2 Freeze, M2 Thunder On Viking: M2 Thunder. With other words: take Hornet, and the gun you want to play with on the moment.

M2 Viking +M1 Thunder With Viking you have a little more HP than with Dictator, and the speed is still pretty good. + You have more crystals left to save for Thunder M2. Btw: Dictator is way to big, if you camp you're very good visible.

Both are good guns. If you use Isida you'll heal yourself, so a protecting paint isn't that neccesary. Thunder M2 is good in big maps, but as an isida you can heal your team, in any map. You should start with Isida M3, but watch that your not going to fast with points, because everybody has way to strong tanks and guns while you only have thunder m1/isida m3. #Isida M3, Thunder M1#

What do you have, what do you like to use, do you like armor, speed or average? What maps do you play mostly? After answers on these question we can help you. Cause if we say: buy this and this, while you can't handle it well, or don't like that gun/hull, why would you do? Because other people like it? So answer these questions and a answer on your main question will appear.

Yes those are good guns, IF you use it on the right way with the right hull. But remember, the rebalance will change guns and hulls is specifications. I've bin in the test server and Thunder is going to be overpowered as Ricochet is now. So keep Thunder in your list. Rico is becoming very weak, freeze hasn't got enough damage anymore to kill a Mammoth with 1 spray, and Shaft will also be very strong, but a little less as it is right now...

If you want an reason by experience it's depending on someone's playstyle. So you need to tell as good as possible how you play, so that someone with (almost) the same style can give you advise.

Good combo's, but only viking with isida is a little bad (by my opinion). Which one are you going to use? Because you'd better focus on just one thing...

Hornet M0 can, if you're lucky survive a Railgun m3 shot. And if you're a little smart, you avoid getting shot by M3 Railgun. On your level, take Hornet M0 with Twins M3/Freeze M0 if you play "small" maps like Silence. You can, in those maps also take Railgun, but I wouldn't do that. Railgun is better in "big" maps like Kungur, Osa. I have an other account of Third Lieutenant, also with Railgun M2, but than with Hornet M1, but still, Railgun M2 is not doing that much under for an Railgun M3. (Of course M3 is better)

\Plz don't always listen to the ones who have the highest rank. I'm quite sure that Isida with Hornet M2 is better than with Dictator M3 Dictator m3 is maybe a little slower than hornet, that doesn't matter in this case. But Dictator is way bigger... The extra armour is unneeded because as an isida you heal yourself. With hornet m2 that would mean that you have on average, 135 HP. Dictator has about 175, but 135 is strong enough to stay alive in one on one battles, and even in one (isida m3) vs 2-4 (every gun, without isida) they might have more trouble of you because as a hornet you can catch the bullets of only one enemy, driving around him so that the other can't hit you. With dictator you are easy to hit by multipule enemies and that's one of the major reasons why hornet is better than Dictator. By the way, if you learn to play with less armour, you're not a single bit worse than someone with, for example Viking.

I had Isida m1 first too, and merely used it, so i didn't want to upgrade it to m2. Finaly i did, and i love it. (BTW: on my higher account, don't want to log out, and log in and log out and in every time...)
