why you need an account to send messages ?

i clicked the link help@tankionline.com, a empty window apeared and and a microsoft outlook. thats all

hello my main acc has been stolen and i once i contact to helptankionline.com, a message screen apears. i fill it with the info for acc recovery and i cant find a send button or something. Do i need to save or what to do so if i want to send my message ?
