Well, this problem is easy solvable: daily bread. You have a good point, people might eat all of their monthly bread in a day, and stay hungry until the next month, but the solution is again limitation. We can limit the amount of bread people buy in a day. I know, people are not perfect, but they will get used to it. Imagine the world as a child. If you give him everything he wants, he'll be spoiled in future. But, if you don't always buy what he wants, and give him a good education, he'll be well-mannered in future.
