Yes, everyones been telling me that Isida has gone down-hill. How so?

I'm confused on what to buy. I should be ranking soon, so when there is a sale, should I get Isida M2? Freeze M2? Or upgrade either Thunder M0 to M1, or Railgun to M0 to M1? I'm good with all weapons, particularly Isida and Freeze.
