i thought there was some good dialogue in 3. As usual, Obi Wan had some strong lines. Padme had good dialogue. I thought Yoda, Mace, Palpatine, Dooku were also strongly acted. Anakin was poorly acted and had bad lines, but better than in 1 and 2. In the middle of the movie, it was slow, but i thought it still worked

3 is the shortest of the prequels, but i wouldnt say they sped through the story. Low budget? no the special effects are top notch. low budget at the start? the first scene is a very detailed space battle
