Well, don't forget that Hammer and Vulcan had debuts at about the same time; if they worked more on Hammer originally (which, may I remind you, took a long time), then it would only make sense that Vulcan would take longer to imput to the game. Well, if they increased the damage per shot, what kind of power do you think the Vulcan would grant? It would be too overpowered, as with the issue of the recoil that the developers remedied. And the price is only logical for a weapon with such abilities; infinite rate of fire (for as long as you can withstand the overheat, which with an Isida and/ or Freeze nearby, a few x2 Armors, and a heal pack or two, is a very long amount of time), the amount of recoil per shot (very annoying for Rails, Smokies, and things of that caliber), and the versatility of playing style with the gyroscope function all make this a weapon worth the extra crystals, if not more. (At least, at M2 and M1. The pricing is pretty fair at M3.)
