whats XP and BP

i just can't figure out a way to play i mean my internet connection is good 1.2mbps but it gives lot of ping and i am not able to play previously i lived at a differnt place where the game worked fine (i had another account that was hacked and i'm regaining it now)but after i shifted to my new place i am lagging i even tried changing provider and even more i've spend a lot of money on it and have nothing to do(please help me)
