The time zone doesn't matter as your browser will be automatically set to the correct region. The error usually happens when the date/time on your PC is wrong as mentioned.
You will need to check this in your windows settings.
If this doesnt fix it you can always bypass the error by clicking on 'Advanced' then 'Continue to https://tankionline.com/play/ (unsafe).

There are countless such accounts on the ratings site, the anomalies come down to either the account being an old one preceding the ratings site or that the account belongs to a helper or employee of the game for a specific test or event.
Its pretty difficult if not impossible to find out the exact reasons since there have been so many events etc.

They are special Augments given to helpers of the Attack on the Dead event. It is not available to normal players.

Its possibly trying to load you in the same battle which may be glitched, give it a few minutes so you get removed from the battle for inactivity and try again.
If not, try a different browser.

From briefly testing with a VPN and setting the account region to Belgium there does not appear to be any restrictions at all, its possible that TO is excluded from this because laws ban loot boxes which are purchasable for real money and TO uses Tankoins.
 

Previously the bundles varied for each player depending on which bundles they've bought, not everyone got the same one or the same discount, so there isnt really any concrete information to my knowledge. 
The Wiki team can only publish information that developers make available to them.
Do you have a screenshot of the particular bundle you're referring to? There have been a few different 1M crystal ones, I believe.

It happens on all profiles, if you add up all the exp from hulls on my profile they dont match at all, in fact there is a difference of 160K exp.
Unless we're missing something here I can only attribute this to some sort of rounding off system for split exp, for example shared kills.

We don't yet even know what the event will consist of. Just need to wait for the announcement. 

This is a known issue and has been reported to developers, presently the only way to avoid it is to not switch tabs while searching to a MM battle.

If I am not mistaken it is not currently possible to change your password on mobile if your account was registered on desktop. You'll need to use a computer to do it. 
If your account was registered on mobile then it is linked to your Google or Facebook account.
