As i know, chat moderators can't ban anyone without taking a screenshot as proof of the violation, and chat administrators have the access to those screenshots.

Probably Yele was watching that guy's playing style, and after few moments she found that he is just a normal player who is trying to help his team although the weakness of his skills, so it is impossible to punish this kind of players [Newbies :ph34r:]
